Adding Inquiries as an Admin

The Add Applicant button on the top bar of OpenApply will now allow Admins to add an Applicant As Inquiry if there is an active Registration of Interest Form.

This allows Applicants who inquire with paper forms or over the phone to be manually added to OpenApply.
